Update (Oct 29, 07:28 UTC): According to Tokenpost, nonqualified investors who successfully pass Russia's upcoming crypto test will face strict asset limits.

Russia has developed a common testing standard for cryptocurrency investors, with brokerage firms expected to become the first regulated intermediaries to assess customers before allowing them to trade digital assets. According to CryptoNews, National Association of Securities Market Participants (NAUFOR) First Vice President Ekaterina Andreeva announced the development, confirming brokers could begin administering tests by the end of November.

Unified Testing Framework

Under the proposed system, investors who successfully complete the required assessment through one licensed intermediary will be able to use their results across other regulated platforms without repeating the test. Draft standards were submitted to a committee at the Bank of Russia, establishing common questions for brokers, cryptocurrency exchanges, and digital depositories.

The framework forms part of Russia's broader cryptocurrency regulations taking effect under Federal Law No. 282-FZ. The legislation establishes a regulated market for trading and custody, requiring identity verification and knowledge assessments before users can access digital assets.

Qualified and Retail Requirements

The Bank of Russia plans different requirements for qualified and nonqualified investors. Nonqualified retail participants will face a basic examination covering risks and asset characteristics, with purchases limited to highly liquid cryptocurrencies approved by the central bank. Retail participants face an annual purchase limit of 300,000 rubles through each intermediary for eligible assets.

Meanwhile, qualified investors face no purchase limit and must demonstrate an understanding of complex investment risks. NAUFOR is also preparing a separate assessment framework for digital financial assets (CFAs), where retail participants remain subject to an annual limit of 600,000 rubles.
